The IRS W9 form in used when hiring an independant contractor and it's utilized by businesses to request the taxpayer identification number (TIN) from their independant drivers. This TIN can be either a social security number or an employer identification number. The 1099 form, on the other hand, is used to report income that is not subject to employee withholding taxes.
 
The wire transfer form is for your driver to complete and return to you if their payments have been arranged to be made by electronic funds transfer (bank wire transfer).
